Usergroups?

So, I was poking around on my account one day before I was to manage a Celebrity Golf Tournament and I came across a section called usergroups. I was amazed at all the different options where people got different ranks, titles and even Different Colored Names! I began to ask questions like:

"What are these magical groups before me for?"
"Do we still use them or have they been long forgotten?"
"Who are the leaders of these groups it seems to talk about?"
"Can I make my own?"

and "Can I apply for one, and if so, what are the requirements?"

These questions burned deep into my soul and distracted me to the point that I forgot to give out some important information regarding safety in the Celebrity Golf Tournament and 12 people died.
So, as others mourn their loss, I ask if anyone here can answer my questions?

They're mostly for the mods and admins.

It's really just for admins to manage people (mods can't fuck with usergroups actually). Right now the groups are all closed groups and invite only, except for the social engineers group, which users can apply to join if they wish. (Admittance pending admin approval). Though I don't think we're currently looking for more people in that group, I could be mistaken as I don't manage it.

Though I protest that us common folk should have our own fun groups to be in. The Dark Lords and Ladies could have people like Nos in it for example. MetalHeads could have people that like folk music, or metal, if you insist on labels. The Faggy Queefers could have the alcoholics. There is so much opportunity for fun sub-categories among the non-empowered.

I'm not an admin, so I'm not sure if that's even possible to allow users to create their own groups, but I can see that getting out of hand quickly and easily. Usergroups are mostly for managing forum permissions.

Admins can do backend things on the forum, make new BBCode tags, create/delete/modify/etc sub-forums, edit user groups. They can also mod the forums just like the moderators do, ie. lock threads, move topics, edit users posts if need be, direct conversation, tell people to calm down, sanction users if necessary.

Admin Derrieres do not have moderator privileges. They have neither the power nor authority to mod threads, or sanction users. They do however have backend permissions, and they help create BBCode tags, the media website (the front page and the articles publishing process), program new things for the site, etc. I think they have the ability to modify the forum structure as well, but they can't do that without Tesseracts approval. I don't think they can edit user groups. So basically they are admins without mod powers or privileges.

The creation of the media site has nothing to do with usergroups, that I created the media site and am an Admin Derriere is more or less coincidental. That just requires FTP access; it is outside the scope of PHPBB. So if you want changes to the media site, asking any admin derriere won't do, you'll have to contact me.
