Can we not do this? I don't like outsourcing part of a criminal's punishment to a bunch of other criminals.
He should get whatever punishment is prescribed by law. If that's inadequate, it should be increased, and we can discuss that. But it's really not a good thing for justice if part of the punishment is "whatever a bunch of incarcerated felons say it is".
