The first one is the 'reply to sender and all recipients' link on a PM with more than one recipient:
As you can see, it's styled differently to the other two options, as a link rather than a button - without any non-linked text immediately by it for contrast so it can be hard to notice that it's a link without hovering - and with that chevron that appears to be pointing at the two buttons.
I guess the intention was probably to discourage people from using reply to all when it's not necessary by making reply more prominent, but the styling makes it look rather like a description appended to the other buttons, suggesting that 'reply' will reply to all. As often as not in a PM conversation between several people I find that people reply just to the sender even when it would make sense to reply to everyone (today I received a reply clearly addressed to the other person in the conversation as well as to me, but only sent to me).
This is on Alpha, I don't know what it looks like on ProSilver.
Is the styling of this in our control? Could we perhaps make it appear as a button, or at least remove the chevron?
The second thing is the [hr] tag. The fact that you have to use two tags, and especially that you have to fill in some text, which won't show up or affect the result in any way, between them to make a horizontal rule, when the html is just a single tag <hr/>, is not exactly user friendly.

The subject came up on another forum I visit, and a friend tells me that the phpBB forums she's been on have just a single [hr] tag for a horizontal rule. Would this be possible/relatively simple to change? Ideally so that either syntax worked, so as not to break existing posts.
