What determines how long a thread gets locked for?

Generally speaking it's a judgement call we make based on how badly things are going wrong in the thread. I'm presuming that you're referring in particular to the recently locked social conservatism thread. Having discussed the issue with other members of staff we think that that specific thread has gotten to the point where it's too far gone to be unlocked. However, we also think that the subject is important to discuss and encourage the creation of a new thread on the topic, but advise it would be better to have a tone that is more conducive to respectful discourse.

Alright. Is the thinking that the thread's tone was tainted from the beginning by the one-sided tone of the OP, or what? Don't want to make the same mistakes twice if a new thread is created.

It doesn't bode well if the OP is one-sided or otherwise not great, but that doesn't make the thread going to hell automatic.

With his hand-picked flowers,
And his feel-good powers,
He made all the girls blush and sigh.

My understanding was that a new thread with a more netural OP would be a great idea.
